This study examines how environmental issues have been addressed in the water sector in Brazil, within the context of activities of the Federal Government, generally, and those implemented under Bank sector operations, in particular. The core focus of the study lies in the management of water quality, as it affects both the users of raw water, and those who are primarily concerned with the disposal of wastewater. The report considers the following three sectoral areas concomitantly - water resources management, water supply and sanitation, and, the environment - thus limiting its review, and focus to those themes which are key to the over-arching issue of water quality. Water resources management in the country relied upon heavy investments in medium, and large scale projects that provided basic infrastructure for water uses. However, these have produced questionable impacts in terms of reducing poverty, and inequality. One of the reasons for this, has been the poor infrastructure management, which despite its importance, has been largely underestimated. While improvements in the utilization of existing infrastructure in the water sector remain critical, it needs to be complemented by incentives to both service providers, and water users. Moreover, low economic, environmental, and social returns from investments in the water sector, reflect the tendency to distract attention from the objectives in the design, and implementation of projects. Thus, an assessment of water quality goals is required, which should be based on systematic evaluations of the costs, and benefits of reaching alternative standards, and explicit social objectives.

Women are significantly underrepresented in the water workforce. Multiple barriers, ranging from social norms, to inadequate HR policies, to an unwelcoming work environment, pose challenges to female water professionals’ entering, staying and advancing in the water sector. This study explores these barriers and provides utilities with practical approaches to advance their gender diversity. | Les besoins actuels et les tendances dans le secteur de l’eau et de l’assainissement changent la donne pour les prestataires de services dans ce secteur. Les compagnies des eaux peuvent jouer un rôle important dans la réduction et l’élimination des obstacles rencontrés par les femmes. Les femmes représentent un vivier inexploité de talents pour le secteur de l’eau. Bien que le rapport se concentre sur les prestataires de services, des changements sur le terrain vont requérir un environnement favorable au niveau national et sectoriel.

As in many places, groundwater in California (USA) is the major alternative water source for agriculture during drought, so groundwater’s availability will drive some inevitable changes in the state’s water management. Currently, agricultural, environmental, and urban uses compete for groundwater, resulting in substantial overdraft in dry years with lowering of water tables, which in turn increases pumping costs and reduces groundwater pumping capacity. In this study, SWAP (an economic model of agricultural production and water use in California) and C2VISim (the California Department of Water Resources groundwater model for California’s Central Valley) are connected. This paper examines the economic costs of pumping replacement groundwater during drought and the potential loss of pumping capacity as groundwater levels drop. A scenario of three additional drought years continuing from 2014 show lower water tables in California’s Central Valley and loss of pumping capacity. Places without access to groundwater and with uncertain surface-water deliveries during drought are the most economically vulnerable in terms of crop revenues, employment and household income. This is particularly true for Tulare Lake Basin, which relies heavily on water imported from the Sacramento-San Joaquin Delta. Remote-sensing estimates of idle agricultural land between 2012 and 2014 confirm this finding. Results also point to the potential of a portfolio approach for agriculture, in which crop mixing and conservation practices have substantial roles.
