After 7 years of a moratorium on northern cod (Gadus morhua), there is no convincing evidence that recovery has commenced. Under the simple assumption of linear density dependence, rapid population growth is predicted. That this has not transpired leads to consideration of less simple assumptions regarding density dependence, such as depensation.

Small-scale fisheries is traditional and rural based. Therefore, the paper is an over view of small-scale fisheries resources management in Nigeria. It provides about 80-90% employment to surrounding population. The small-scale fisheries are grouped in to two major sectors:- the artisanal or capture fisheries and aquaculture farming. The paper identified some management problems such as:- multi uses of the water bodies, lack of or inadequate data upon which sound management strategies are based, ownership of inland water bodies is a problem, uncontrolled exploitation hampers sustainable development, poor and low technology and lack of capital, land and credit facilities. The paper presented some management options for sustainable management. Measures to reduced fish spoilage have been advanced. Also highlighted is the role of fish culture in small-scale fisheries management

In 1994, the International Center for Living Aquatic Resources Management (ICLARM) in Manila, Philippines and the Institute for Fisheries Management (IFM) at the North Sea Centre in Hirtshals, Denmark, in collaboration with national research partners (NARS) in several Asian (Philippines, Vietnam, Thailand, Malaysia, Indonesia, Bangladesh) and African (Malawi, Zambia, Zimbabwe, Mozambique, South Africa, Benin, Cote d'Ivoire, Senegal) countries, initiated the five-year Fisheries Co-management research project. The purpose of this research report is to present a synthesis of the findings from the various research activities of the project in Asia. More specifically, and as stated in the project proposal, "The final product of the research will be the determination of prospects for and identification of principles and conditions of successful implementation of fisheries co-management as a sustainable, equitable and efficient management strategy." This rese6rch report will only report on the results of the project research activities in Asia. A separate research report will be prepared on the research results from Africa.

In response to the historically low spawning biomass of Atlantic cod (Gadus morhua) off eastern Newfoundland and Labrador, Canada, we are investigating the feasibility of enhancing recruitment through the release of wild-produced, captively-grown broodstock into bays with resident, inshore spawning populations. Large numbers of small cod can be trapped, their growth and fecundity increased by feeding in captivity, and then released back into the bay where captured. The released cod would augment the wild spawning population. To estimate the potential contribution of released fish to population fecundity, we determined the fecundity of wild cod held in sea cages for several years and fed a naturally available diet. Cod captured in Placentia Bay on the south coast of Newfoundland were fed capelin or herring at 2-3% of their body weight every second or third day for three growth seasons. These farmed fish exhibited potential fecundities twice that of free-living Placentia Bay cod of the same weight or length. Cod captured in Trinity Bay on Newfoundland's eastern shore were fed capelin, herring, or squid to near satiation over four growth seasons. These fish exhibited potential fecundities 2-4 times that of wild Trinity Bay cod of similar size. Greater vitellogenic oocyte production per unit somatic weight in these farmed fish apparently is related to good nutrition provided early in the annual reproductive cycle. Spawning potential represented by the weight of farmed fish released into Newfoundland bays for stock enhancement would be underestimated if fecundity-weight relationships based on data from free-living cod were used.

Biological changes in Pacific whiting (Merluccius productus) and corresponding production yields were used to model a vertically integrated fishery from harvest through processing. The seasonal bioeconomic programming model incorporated stock dynamics with the interactive economic effects of intrinsic fish quality, the harvest schedule, and quota allocation between heterogeneous user groups. The optimal management plan would maximize discounted net industry revenues (NPV) given a minimum spawning biomass. NPV was maximized when the intraseason timing of harvest coincided with the seasonal improvement in fish quality (e.g., following spawning and/or migration). NPV was only marginally affected, however, by the quota allocation between groups.

It is generally accepted that co-management systems are more cost-effective than centralized management of natural resources. However, no attempts have been made to empirically verify the transaction costs involved in fisheries co-management. Some estimates of transaction costs of fisheries co-management in San Salvador Island, Philippines, are presented in this paper. These estimates are used to compare the various transaction costs in co-managed and in centrally managed fisheries in San Salvador Island
