Land development for tree crop cultivation has been taking place in the country. Both the private sector as well as the Government have been involved in this development. As competitiveness to increase the profitability of tree crop cultivation grew, the need to consider farm and water management practices also grew accordingly. This paper outlines the development that has taken place in drainage areas in the country, the constraints that have been encountered and puts forward some suggestions to formulate better drainage management plans for the future development.

Die Studie untersucht die Groesse und Verteilung von Subventionen, die sich als Folge der Landwirtschaftspolitik in Zimbabwe in den 80er Jahren ergaben. Nach der Unabhaengigkeit im Jahre 1980 war es eines der Hauptziele der Regierung, das wirtschaftliche Ungleichgewicht, welches zwischen dem kommerziellen und dem Kleinbauernsektor vor der Unabhaengigkeit bestand, zu verringern. Das sollte durch eine Integration des Kleinbauernsektors in den Mainstream des Landwirtschaftssystems erreicht werden. Die vorliegende Analyse misst das Niveau der Preisprotektion am Beispiel von Mais und Sorghum. Die Ergebnisse zeigen, dass als Folge der Wechselkurspolitik in den 80er Jahren Pflanzenerzeuger besteuert und Verbraucher stark subventioniert wurden. Adaequate Produktionsanreize fehlten, so dass die Landwirtschaftspolitik diejenigen benachteiligte, die sie schuetzen wollte.
