Improvement of forest management in the region based on the methodology for assessing the competitiveness of the industry

The results of research activities on the development of a methodology for assessing the competitiveness of forestry, taking into account the specifics of forest management in the taiga zone of the European North of Russia, are presented. The authors expect that the presentation and evaluation of the competitiveness of forestry in the form of a complex integral indicator based on private indicators of forest protection, protection and reproduction using economic and mathematical methods of forest management analysis provides a tool for managing and forecasting the development of forestry as an economic sector. The paper presents an algorithm for assessing the competitiveness of forestry in several regions, which includes the following stages: selection of private indicators for the development of forestry in the region, bringing the indicators to a normalized form, adjusting the assessment by the value of the selected indicators, setting the final assessment of indicators, ranking regions by the level of competitiveness of forestry. For quantitative assessment, groups were identified that reflect the specifics of forestry as an economic sector – “Ensuring the use of forests”, “Forest Reproduction”, “Protection and conservation of forests”. From each group were selected indicators that reflect the results of forestry activities, such as the proportion of area of forest land leased-in total land area of the forest Fund; the amount of payments to the budget system of the Russian Federation from the use of forests located on forest lands per 1 ha of forest land; the length of forest roads constructed per year; the ratio of the area of artificial reforestation to the area of disposal of forests as a result of continuous logging, etc. The selection of indicators and their ranking by significance was carried out with the involvement of experts (scientists and specialists of the forest complex). The calculation of the level of competitiveness of forestry is carried out on the example of the Arkhangelsk region, the Komi Republic, the Vologda region, and the North-Western Federal district. For calculation was used the operational data of the monitoring “by Rosleskhoz” indicators of efficiency of implementation of the State Program of the Russian Federation “Forestry Development” for 2013–2020 and targets regional programs of development of the forest complex.
