Strategies for Promoting the Technological Capabilities of Climate Change Actors as Catalyst for Climate Change Adaptation

Context: Climate change adaptation demands that actors should acquire requisite technological capabilities. The study therefore examined the strategies for promoting the technological capabilities of climate change actors as a catalyst for climate change adaptation. Aims: Specifically, the study identifies the constraints that influence the actors‟ acquisition of technological capabilities and describes the strategies for promoting technological capabilities of the actors with regards to climate change adaptation. Settings and Design: The general methodological design of study was a survey. Methods and design: The sampling frame for the study was all the actors in the five sub-systems (farmer, policy, research, technology transfer and education) that constitute an agricultural innovation system in Southeast, Nigeria. Simple and purposive random sampling were used to select a sample size of 176 respondents. Data were collected through interview schedule and use of questionnaire and analyzed with mean scores. Results and Conclusions: Results show inadequate finance/credit (3.0), poor funding to research (2.6) and lack of training op- portunity (2.9) as some of the constraints to the actors' acquisition of technological capabilities. Adequate funding for research (3.0), organizing training for actors to upgrade skills (3.0), strengthening linkages among actors (3.0) among others were the strategies recommended for promoting the acquisition of technological capabilities of the actors. The study concludes that adequate provision of funds should be made available to the actors in order to enhance their technological capabilities acquisition. Such funds could be used in conducting researches centered on climate change issues. It could also be used in organizing trainings for the actors; such trainings could help strengthen linkages among them.
