This publication considers issues relating to seed and fertiliser delivery in post-drought recovery programs in Zimbabwe. The issues also extend to a wider range of best practices relating to agricultural relief and recovery, such as options for tillage support, crop management advice, water management, livestock systems management, and linking farmers to commercial markets for agricultural products. The guidelines focus on programs with a 6 to 12 month lifespan, targeting relief and recovery after drought, as well as chronic crises such as HIV/AIDS and the declining economy. The advice can also inform program planning in areas affected by flooding.Issues being addressed include:rationale for emergency assistance in Zimbabweinstitutional arrangementsneeds assessment and geographical targetinghousehold targetingbasic input support basketinput procurementtiming of input distributiondistribution strategiestechnical support for agricultural recoveryintegrating recovery efforts with developmentrelief and recovery in livestock systemsmonitoring and evaluationThe authors suggest that the guidelines outlined in the publication should be viewed as work in progress, which is expected to evolve with time. They also acknowledge that opinions of best practice differ, and that programs are changing as more experienced is gained with alternative methodologies. The guidelines provide specific sets of advice and a discussion of program options, allowing the user to modify the material to better suit a particular situation.
