This report summarizes results of several studies directed toward the development of models of the optical properties of the atmosphere which are suitable for the operational support of tactical weapons and sensors operating in the visible and infrared portions of the electromagnetic spectrum. This research has been an integral part of the overall AFGL/AFSC program to develop a thorough understanding of atmospheric effects on visible and infrared radiation through the atmosphere, and ultimately, the concomitant limitations on the performance of electro-optical systems such as target acquisition devices and precision guided munitions. This final report contains a brief review of four previously issued interim reports. It also contains the complete documentation for the FASCAT code and a discussion of the FASCAT model performance under fractional cloud meteorological conditions.
