Wise development and conservation of water resources are founded upon a clear understanding of the resource and its use. Water balances can be an important aid for water resource planning and management because they identify and quantify the resource and its use. This manual presents: a definition of a water balance; examples of some of its uses; descriptions of the components; a general procedure for computation; specific guidance on collecting supply and use data, and on using methods which estimate components where data are not available; examples showing how water balance data can be presented; and information on the cost, time, and personnel required for preparing a balance.
