The Government of Ghana has formulated a sector based accelerated agricultural growth strategy that is designed to increase the pace of growth within the agricultural sector from the current rate of 3-4% to 5-6% to achieve the goals set up in the Vision 2020, In this connection, major policy and instituitonal reforms and integrated investment programmes have been identified to form the basis of strategies to be used in meeting these set objectives, One of the major areas identified to be addressed is institutional capacity building which also will ensure that the requisite human resources is available for the implementation of the envisaged rogrammes
