Technology transfer, promotion and commercialization: the case of cashew- IRDP

The ultimate test for the success of R & D [research and development] is when research results are utilized and internalized by intended end-users. This paper documents the steps in technology transfer, promotion and commercialization strategies used by a team in PCARRD's [Philippine Council for Agriculture, Forestry and Natural Resources Research and Development] consortium, the Southern Tagalog Agriculture and Resources Research and Development Consortium (STARRDEC) in 1996-97. The steps involved are divided into two phases: Phase 1 is environmental scanning of the proposed target municipality and formation of the interdisciplinary/interagency team with initial activity of seminar-training on the holistic tools for a quick assessment. Phase 2 encompasses seven major steps which are: (1) assessment of farmer's needs three Rural-based Enterprise Development (RED); quick resource appraisal-risk management process (QRA-RMP); (2) technology search; as a role of expert and RMIS; (3) packaging information materials; as a role of RACO; (4) teaming up with LGUs in planning; (5) technology awareness campaigns, information caravan and technology fora (6) establishing linkages with entrepreneurs and (7) follow through activities like training and establishment of an integrated processing. The lessons learned in the case circumvents in teaming up and networking with local stake holders. The protocols and procedures documented have been applied in the municipalities of Palawan [Philippines] where before farmers opt to market cashew nuts only with the strategies done by a team of experts, cashew farmers now also market cashew apples and kernels and the by-product cashew nut shell liquid (CNSL)
