Garlic is widely planted in Central and Northern Luzon since these regions have the most favorable climate for garlic to be grown. One factor that affects the growth of garlic is pest and diseases. This study aimed to assess the viability of establishing a mass production facility of organic, virus-free and true-to-type tissue cultured garlic planting materials in Brgy. [barangay; village] Bobon, Burgos, Ilocos Norte. The study could contribute in the improvement of local garlic production, as well as commercialization of virus-free garlic bulbs. Consequently, this will help the garlic farmers, not just for Nueva Ecija and Ilocos Norte but for other garlic producing provinces, in acquiring high quality planting materials. A private foundation will handle the business. The initial material for culture is Ilocos White. This will undergo tissue culture to eradicate the virus. ELISA test will determine of the virus was successfully removed. G2 bulbs will be sold to CLSU [Central Luzon State Univ., Maligaya Science City of Muñoz, Nueva Ecija, Philippines] and Allied Botanical Corporation, while G3 bulbs will be sold to Ilocos Norte farmers. Initial investment is Php 3,098,730.12. The business is feasible based on results of financial tools with NPV at Php 242,284.72, IRR of 15% and payback period of 6.15 years. Possible risks include decreasing yield, changing input prices, and competitors that may adopt the technique. Risks may be managed by market development or penetration, diversification and intensive marketing. There must be strict compliance with all requirements imposed. The business can target potential markets of garlic production.
