In support to rice self sufficiency plan, the DA [Department of Agriculture]- PhilRice and its partner institutions implement the Location-Specific Technology Development (LSTD) program across the Philippines. It aimed to increase productivity and income of farmers by identifying and understanding the yield constraints thru customizing the PalayCheck and Palamayanan Systems in irrigated and rainfed areas. One of the project sites was in Alcala, Cagayan. It was conducted in three irrigated barangays [villages] (Baybayog, Calantac, and Pinupoc) and in rainfed condition (Piggatan) during the dry season of 2010 and wet season of 2011. Pre-implementation activities; 1) development of LST in varietal adaptability and nutrient management trials, 2) capacity building of Agricultural Technologists (ATs) and farmers thru season long training, and 3) OpAPA training services was carried out in all barangays. In varietal trial, NSIC Rc222 top yielded in three irrigated barangays both in DS and WS with average yield of 7t/ha and 6.4t/ha, respectively. NSIC Rc214 and NSIC Rc222 have the highest yield (4.8t/ha) in rainfed condition. In Baybayog and Calantac, the use of MOET and LCC for fertilizer management obtained the highest yield. During the wet season, use of MOET and LCC showed to have positive significant effect on the yield of rice. The results of LSTD programs made farmers more aware of suitable varieties and proper use of fertilizers. It improved the rice productivity of participating farmers in Alcala, Cagayan by 1t/ha. The package of technology that includes the right variety and fertilizer management appropriate for Alcala, Cagayan was then prepared and will be published for farmers' utilization
