Adaptation pathways for climate-resilient development: lessons from selected local government units in Central Luzon, Philippines

This article examines the pathways of selected local government units in the Philippines to adapt to changing climate. With the locality's vulnerability to climate hazards such as typhoon and flooding which are projected to worsen, adaptation strategies should build climate resilience over time. Local adaptation evolved from physical measures such as infrastructure; to knowledge-based measures such as early warning system; and to institutional measures such as land use planning and mainstreaming climate risk reduction in development planning. The progress depended on the capability of the local government unit. With limited resources, e.g., technical, financial, the local government should harness external support and build partnership. Moreover, decisions on adaptation should be based on monitoring and evaluation of strategies over time.
