Using national agricultural commodity production cost survey data, this study has constructed a translog input distance cost function and estimated relevant parameters for China＇ s milk dairy farms. Based on the estimated parameters, the technological progress and technical efficiency are measured for state-owned dairy farms and specialized household diary farms, respectively. Specifically, the study focused on the technological progress and technical efficiency on Henan＇ s dairy farms. After the analysis, the study proposes a direction of technical investment, major financial support projects and long-term sustainable development mechanism for Henan dairy farms.
