Whether the Land-sea Coordination Policy for Preventing and Controlling Marine Pollution is Effective? Evidence from Synthetic Control Method

In order to promote the high-quality and sustainable development of marine economy and marine ecological environment, this paper used Zhejiang Province′s marine pollution prevention and control policy as an example. Based on the panel data of 48 coastal cities in China from 2006 to 2017, the synthetic control method was used to quantitatively evaluate the impact of the land-sea coordination policy for preventing and controlling marine pollution in Ningbo, and to further test the robustness of the evaluation results. The results showed that the "Zhejiang Coastal Sea Pollution Prevention and Control Plan" was formulated around the concept of land-sea coordination, and after its implementation in 2013, it had effectively alleviated the marine pollution in Ningbo. The exertion of this effect had both time lag and persistence. The test strategies of the regional placebo and the replacement treatment group both confirmed the robustness of the evaluation results. The research results could provide important empirical support for the use of the concept of land-sea coordination to prevent and control marine pollution.
