Route Planning of Submarine Cable and Pipeline for Island Group Sea Areas Based on Integrated Land-Sea Development

With the continuous advancement of marine development, the demand for the construction of submarine cables and pipelines in island group sea areas is rising. However, due to the limited spatial resources and intensive development activities in these areas, route planning for these facilities faces numerous challenges. Based on a comprehensive review of the history and current status of submarine cable and pipeline construction projects and route space management in China, and integrating years of management experience, this paper proposes principles and methods for route planning of submarine cables and pipelines in island group sea areas. It emphasizes the need to fully consider pipeline construction requirements in the formulation of national spatial planning and the demarcation of ecological redlines. The concept of “land-sea corridors” is introduced to achieve integrated land-sea development and promote the sustainable development of island regions. Specific measures include the establishment of hub island corridors, the demarcation of chain island connection corridors, and the setting of dedicated channels for receiving pipelines from the open sea.
