The draft of a new law for plant protection, among other things, proposes that the application and sale of plant protection products is bound to demands upon personal skills (professional knowledge and dexterity). In case of lack, any handling with pesticides in plant protection may be prohibited. The professional knowledge and dexterity required, must be proven by request to the competent authorities. The possibilities for training courses and examinations, proving the individual knowledges, were tested in Rhineland-Palatinate. Positive progress and examination results of first courses recommend the introduction of the procedure for persons without agricultural training
