The latter includes actions taken before the event to prevent and prepare for the crisis as well as afterwards to determine the event's characteristics and decide whether a territory should be declared in a state of natural disaster (which will enable better compensations). The former French Banque HYDRO platform already provided such statistics since the beginning of the 2000s. These values were calculated using discharge series produced by the national services (hydrometric teams) and other entities called hydrometric external producers (local authorities or companies like Electricite de France or the Compagnie Nationale du Rhone). The development of the HydroPortail platform in replacement of the former Banque HYDRO (since 25 January 2022) provided an opportunity to enrich information and functionalities offered to users in terms of calculation and access to discharge statistics, especially flood-related ones. This was achieved by developing a dedicated plugin now integrated into the platform.
