Naturally, water river is capable to restore the pollutant. However, the capacity of river to restore pollutant is not unlimited. If the pollutant load that come into the river is more than the capacity to restore it may cause water pollution. The study of water river capacity to restore the pollutant has been conducted at the upper of Bengawan Solo river. The result shown that the capacity of the upper river is 5580 kg BOD/day. This value is much lower than the pollutant load which come into the river that reach 15908 kg BOD/day, so that the water at the upper Bengawan Solo river is depleted of oxygen. At the critical point, the oxygen concentration reach 0,1 mg/l. This situation is very severe and may kill organism at the river or generate the poisonous materials. To over come the problem, the pollution load should be decreased and it can be done by decreasing the BOD in the wastewater until less than 12 mg/l. The critical situation is also can be overcomed by increasing the discharge at least 55 meter cubic/second
