Information on values of milk components is combined with genetic parameters and management information to construct tools for maximizing improvement in overall genetic value of the population. Response to selection, and hence achieving breeding goals, is largely dependent on the genetic and phenotypic parameters and economic weights used. Producing fat in Estonia under two differing quota levels and no quota there was no difference in economic value between the two quota levels and a 4 fold difference when no quota was imposed. As an alternative desired gains indexes have been applied to avoid the task of a breeder determining the economic values of traits and rather simply to describe the changes desired in each trait. Developing the optimal combination of desired changes is considered for the Estonian Holstein
