This report covers two elements of work which are part of a wider framework aiming to support the evaluation and sustainability assessment of territorial cohesion and urban development in Europe. The first element concerns the creation of an urban historical time series, using two European-wide geo-databases (MOLAND and Urban Atlas, Barranco et al, 2014). The second element is a new methodological approach to calculate and quantify urban sprawl based upon the definition of the Weighted Urban Proliferation Index.. The two elements contribute to the further development of the structured database and methodological framework of Land Use-based Sustainability Assessment (LUISA) platform, developed by the JRC in support to the to contribute to the territorial Impact Assessment of EU policies in an integrated manner, aiming to ensure coherence and consistency of assumptions.
