Participation is entering mainstream forestry, as it does there are a number of outstanding questions. This paper discusses how participation is challenging donor agencies. Drawing on findings from the United Kingdom's Department for International Development's recent review of participatory forest management, key roles for donor agencies are discussed along with the opportunities and challenges that these roles imply. The paper then looks forward to what participation can offer to forestry in a changing political climate.
