The purpose of the Omnibus Budget Reconciliation Act which was put into effect for skilled nursing facilities as of October 1, 1990 is to determine if residents are receiving care that enables them to achieve and/or maintain their highest practicable physical, mental, and psychosocial well being. In order to achieve this the facility must make a comprehensive assessment of a resident's needs which describes the resident's capabilities to perform daily life functions. The comprehensive assessment guidelines contained in this manual are composed of the minimum data set, the resident assessment protocols and the patient care plan.
