Extract: The ethical basis for economic evaluations of alternative non-market goods allocations is examined in terms of the treatment of property rights and intergenerational effects. The author argues that the theoretical and empirical conventions commonly adopted by resource economists are ethically biased and these ethical issues are worthy of more extensive debate.
