Japan is the one major nation to have developed on the basis of an irrigated rice-growing agriculture. The story of the technical and economic change in agriculture that occurred in the Saga Plain in Kyushu from 1850 to 1940 not only gives a picture of the evolution of rural life in all of pre-war Japan but also provides a Japanese example of the successful resolution of some of the issues of concern to later development economists.
