From social hotspots to policies for successful implementation of environmentally better technologies? The example of social life cycle assessment of oil and gas technologies in Alberta, Canada

Successful implementation of emerging environmentally better technologies depends on different factors: technical, environmental, economic, and social. Here, we focus on the role of policy makers to include social conditions in the development and implementation of environmentally better technologies. The objective is to determine what social aspects should be prioritized by policy makers to enforce the inclusion of social aspects in the development process and implementation stages leading to successful deployment of an environmentally better technology. The approach developed is based on social life cycle assessment to identify social hotspots at three scales of country, province and sector and suggest that these three layers must integrate and synergistically work together to handle social barriers for environmentally better technology evolution and implementation. The results are discussed from a policy perspective to inform policy makers on social aspects that should be legislated at different levels to create ideal social conditions for environmentally better technologies deployment. An example of oil and gas technologies in Alberta, Canada is used to illustrate the application of this approach. The approach identifies appropriate social aspects to consider for technology and innovation policy development that should reinforce successful implementation.
