Queues: the economic theory of screening and human service productivity
1985
Moran, R.A.
Extract: In this paper I employ the economic theory of screening to examine the implications of attempting to maximize the total benefits of service to clients when the queue which forms "at the HSDO's door" is used as a screening device and the ability of any one individual to benefit from service is unknown. I then use data from a 1980 study to show that screening theory appears to both explain the pattern of HSDO service provision and show that this pattern is consistent with the benefit maximization objective. Further, I argue that this analysis suggests that the queue is likely to fail as a screening device and that such a failure will reduce HSDO benefit "productivity."
