Improved Regulatory and Land Management Agency Relations Through a Shared View of Biological Capacity

A gridlock currently exists between land management and regulatory agencies responsible for natural resource management. A pivotal issue is how best to integrate sensitive species and unique habitats into the larger-dynamic ecosystems that contain them. This article focuses on developing a shared view of biological capacity as a foundation for the creation and implementation of innovative resource management strategies integrating the necessarily narrow focus of regulatory agencies with the required broader focus of land management agencies.
