Businesses known as food salvage outlets attract consumers by selling damaged items at a discount. Federal agencies have proposed regulations to state and local health authorities to determine what should and should not be sold and how the outlets are to operate. Proposals by the Association of Food and Drug Officials (AFDO) and the FDA resulted in the Model Food Salvage Ordinance, which establishes health standards and packaging guidelines for food salvaging operations, and requires the licensing of these firms. Consumers will be protected from food which is unfit for sale and mislabeled or unlabeled goods.
