A review of the accomplishments and performances of the Head Start Program during its 18 years of existence is being prepared. The outcome will be a report called the Head Start Synthesis Project. It will consist of 12 reports: 5 will discuss program outcomes; 5 will discuss policy issues; 1 will contain an annotated bibliography and literature review; and the last will consist of congressional documents related to Head Start. A new methodology, called meta-analysis, will be used for quantitative reports on impact. Emphasis will be placed on determining what effects Head Start has had on cognitive development, social-emotional development, health, families, and the community. Future reports will encompass critical refinements and detailed documentation to help decision makers plan the future of Head Start. (kbc)
