Extract: Although much of the reform literature and consolidation rhetoric suggests that consolidation is likely to save money or reduce taxes, the actual relationship between city/county consolidation and "efficiency" is an empirical question. The results of the present study show that city/county consolidation produced no measurable impact on the taxing and spending policies of one city that has consolidated--Jacksonville, Florida.
