One of a series of two articles, this second article emphasizes self-perception as a beginning point for empowerment. The author discusses the need for volunteer administrators to change their perception from "derivative, passive, and dependent" to "powerful, active, and autonomous." Scheier states that this change is not just based on perception since there is factual basis for this redefinition which is more realistic than the old definition.
