Food aid: pitfalls and potential

A technical presentation assesses whether it is possible to provide food aid to satisfy short-term needs while not damaging the development of self-reliance for food at both the household and national levels. The potential for achieving this and the difficulties in developing appropriate strategies are evaluated. Following an examination of the spectific effects on nutrition and on incentives to local agricultural productivity, it is concluded that monetary support for short-term food needs is less damaging to the development of self-reliance for food than is direct food aid itself.(wz)
