The tobacco program: recent changes and issues in the eighties

Extract: Most tobacco production in the United States has been under a price support-production control program since the early 1930's. A number of changes have been made in the program, including in 1960 the adoption of a new procedure for determining the price support level. Several additional changes were made in 1982 and 1983, including the freezing of price support levels and the establishment of no-net-cost funds and accounts to ensure that growers pay most of the costs of operating the program. Recent changes in the tobacco program are summarized in this article.
