A series of steps that instructional developers might use to set conventional courses into the competency mold is explained. The steps are: (1) identify problem--analyze into segments, select faculty members, obtain administrative support, and educate the team; (2) develop instruction--conduct needs assessment, form objectives, prepare test items; (3) select instructional media and activities--make alternatives, and match media with objectives, learner attributes, and institutional conditions; (4) develop prototype; (5) test prototype; (6) field-test complete unit; and, (7) obtain feedback.
