Water surplus (WS) is determined for Safwan-Zubair area using different methods. Turc's and Thornthwaite's equations give annual potential and actual evapotranspiration higher value than rainfall and, consequently, no WS is theoretically realized. The researcher's proposed methods valued actual annual WS at 7.5% of mean annual rainfall, based on annual rainfall values, and at 15% and 29% of the mean annual rainfall, based on monthly rainfall values of 2 and 5 years return periods respectively. The highest probable annual WS, calculated from 1-day extreme rainfalls of 2 and 5 years return periods, are valued at 6.6% and 23% of the mean annual rainfall. The annual actual WS determined on daily basis from recorded rainfalls during 1960/1986 period is valued at 20% of the mean annual rainfall
