Animal by-products non intended for human consumption. New rules [European Union]

The Council Directive 90/667/EEC of 27 November 1990 establishes the principle that all animal waste, regardless of its source, may be used for the production of feed material following appropriate treatment, even if animal by-products derived from animals not fit for human consumption following health inspection should not enter the feed chain. The AA consider the Regulation (EC) n.1774/2002 of the European Parliament and of the Council of 03 October 2002 "laying down health rules concerning animal by-products not intended for human consumption". This regulation replaces the Legislative Decree n.508/92 and the other rules of this field since Directive 90/667/EEC and Decisions 95/348/EC and 1999/534/EC (art. 37) shall be repealed with effect from six months after the entry into force of this regulation, which was issued to differentiate the measures to be implemented, depending on the nature of animal by-products used. The possible uses of certain animal materials should be limited. Rules should be laid down for the use of animal by-products other than in feed and for their disposal

La direttiva 90/667/CEE del Consiglio, del 27 novembre 1990, istituisce il principio in base al quale tutti i rifiuti di origine animale, indipendentemente dalla provenienza, possono essere utilizzati per la produzione di materie prime per mangimi dopo essere stati sottoposti a un trattamento adeguato, anche se i sottoprodotti di origine animale ottenuti da animali risultati inidonei al consumo umano a seguito di un'ispezione sanitaria non devono entrare nella catena alimentare animale. Gli AA prendono in considerazione il Regolamento CE n.1774/2002 del Parlamento Europeo e del Consiglio del 3 ottobre 2002, "recante norme sanitarie relative ai sottoprodotti di origine animale non destinati al consumo umano". Tale norma, destinata a sostituire il Decreto Legislativo n.508/92 e le altre normative del settore, in quanto abroga (art. 37) la Direttiva 90/667/CEE e le Decisioni 95/348/CEE e 99/534/CE con efficacia sei mesi dopo la sua entrata in vigore, e' stata emanata per distinguere le misure da attuare a seconda della natura dei sottoprodotti di origine animale interessati, per limitare le eventuali utilizzazioni di taluni materiali di origine animale e per definire norme per l'utilizzazione dei sottoprodotti di origine animale diversa da quella nei mangimi e norme per la loro eliminazione
