The purpose of this paper is to analyze the development of labor structure of nomadic herding in Xinjiang Altai of China, focusing on the Aule system of Kazakhastan nomads. Results showed that the Aule system is an indispensable system in order not only for the nomadic style of cultivation to continue but also for other government policies, such as group farming and the settlement of nomads to be successfully adopted
