The wholesale market which is the circulation position of the fresh foods is classified into the Central Wholesale Market, the local wholesale market, and other markets from the viewpoint of system. Most of the local wholesale markets suffer from the crisis in management caused by the change in the circulation environment. Countermeasure has been a subject in the local administration. That countermeasure is the unification of the small-scale local wholesale market. And it does not change with the logic of the repair plan targeting the Central Wholesale Market. The market share of the local market decreases. But it has 40% of the market share recently, and an important part is played in each local circulation area. Therefore, the local wholesale market which took root in the area due to the joint enlargement has the possibility that various problems are caused. Countermeasure to the local market that management becomes worse is necessary. But a local wholesale market must explain a part to play in each circulation area. Therefore, the existence structure of the local market is analyzed targeting two circulation areas of the Hokkaido east. The purpose of this research is to explain the function of the local market and a part. Then, a policy subject is examined from that result.
