Globalization is a key word that characterizes the present world. Most people believe that globalization is an inevitable process in order for their societies to progress and also, now that things have come to this pass, they feel as if they are unable to turn away from globalization. However, globalization, especially economic globalization, actually has a harmful effect on society. For example, as economic globalization develops, the destruction of the local economy and the environment is accelerated. This paper argues that it is necessary to present economic localization as an alternative to economic globalization. Although we are able to conceive of some ways towards economic localization, I think that a cyclical system of regional resources is a noteworthy way. In this paper, I took up one attempt at building up a cyclical system of regional resources, the so-called "Rainbow Plan" in Nagai City in Yamagata Prefecture, and examined the factors leading to the possibility of realizing such a cyclical system of regional resources.
