Progress and challenges of screening assessment under the Chemical Substances Control Law

As a result of a reform to the Chemical Substances Control Law (CSCL), step-wise risk assessment was introduced. The first step, the selection of Priority Assessment Chemical Substances (PACs), is the screening assessment. The screening assessment has been carried out six times to date and 196 substances have been specified as PACs. In addition, the progress of the screening assessment for general chemicals was 94% for human health effects and 97% for ecological effects. The reformed CSCL will be inspected five years after enforcement, and will be reviewed if necessary. This paper describes the method, results and progress of the screening assessment, in order to contribute to the improvement of the screening assessment. Furthermore, this paper describes the challenges of the assessment unit for polyoxyethylene alkyl ethers and lubricating base oils.
