Currently, the Japanese fishing industry is facing a time of big change. Some kind of reform must be actually required. The policies that will be the pillar for pushing forward the change are the "Reform of Fisheries Policy" issued by the Fisheries Agency in 2018, and the "Revision of Fisheries Law" made in the same year. The so-called "making growth industry" is the purpose of the reform, and "increasing investment", "introducing smart technology" through "deregulations" and "use of the global economy by expanding exports" are positioned as the means. This reformations are not continuous with the past. It can be considered that the Japanese fishing industry is now facing a big turning point. First, we must have a common understanding that we are now facing a big turning point of the Japanese fishing industry and its research. It is necessary to draw a new vision. It is necessary to share understandings about this big change and deepen discussions about it among various researchers. And we must confirm the characteristics and historical characters of this modern fisheries transformation. On top of that, all researchers need to communicate, exchange, and lift up constructive opinions to build a new and desirable Japanese fishing industry.
