Oslo kommune har satt seg et ambisiøst mål om nullutslipp på kommunens bygge- og anleggsplasser innen 2025. I denne oppgaven har jeg sett på strategien kommunen har valgt for å nå dette målet. Det er valgt en innovativ anskaffelsesstrategi, der leverandører i stor grad er med å drive utviklingen og premieres i anskaffelsen for å tenke miljø og bærekraft. Valg av miljø som en del av tildelingskriterium har vært sentralt for å sikre en rask omstilling mot nullutslipp. Tittelen på oppgaven er Miljø som tildelingskriterium i en anbudskonkurranse. I oppgaven ser jeg på hvilke erfaringer man har opparbeidet seg med miljø som tildelingskriterium og hvordan entreprenør forholder seg til dette. Hensikten er å se på hva som har fungert, og hvordan man kan bruke disse erfaringene videre i arbeidet mot nullutslipps bygge- og anleggsplasser. Oslo kommune som byggherre viser evne og vilje til å bidra i det grønne skiftet, noe som gjenspeiles i kommunens anskaffelsesstrategi, klimastrategi og utarbeidelsen av Standard miljøkrav til kommunens bygge- og anleggsplasser. Erfaringene fra bruken av miljø som tildelingskriterium viser at dette fungerer godt, og man ser at markedet utvikler seg i ønsket retning. Innovative anskaffelser ser ut til å være et godt virkemiddel til endring, der leverandørene er med på å finne løsningene. God markedsdialog viser seg å være en viktig faktor i slike anskaffelser, da dette kan gi gode innspill til hva som finnes på markedet allerede, og hva som eventuelt mangler. Entreprenør intervjuet i denne oppgaven er positiv til endringen og ønsker å være en del av løsningen. Maskiner er vektet tungt i Standarden idag, noe man kan se har hatt god effekt på utviklingen i maskinpark. Noe gjenstår enda når det kommer til utslippsfri transport og arbeidet er i gang på materialsiden. Med videre bruk av tildelingskriteriet på disse områdene, vil man være langt på vei mot å nå målet om utslippsfrie bygge- og anleggsplasser.

English. The City of Oslo has given itself an ambitious goal of zero emissions at the municipality's building and construction sites by 2025. This task looks at the strategy the municipality has chosen to achieve this goal. An innovative procurement strategy has been chosen, in which suppliers are largely involved in the development and are rewarded in procurement for thinking about the environment and sustainability. The choice of environment as part of the allocation criterion has been critical to ensure a rapid transition to zero emissions. The title of the thesis is Environment as an award criterion in a tender competition. In the thesis, I look at the experiences gained with the environment as an award criterion and how the contractor relates to this. The purpose is to look at elements that have worked well, and how to use these experiences in the further work towards zero-emission building and construction sites. Oslo municipality, as acquiring part, shows the ability and willingness to contribute to the green shift. This is reflected in the municipality's procurement strategy, climate strategy and the preparation of Standard environmental requirements for the municipality's building and construction sites. Experience from the use of the environment as an award criterion shows that this works well, and the market is developing in the desired direction. Innovative procurement seems to be a good tool for change, where suppliers are involved in finding the best solutions. Good market dialogue proves to be an important factor in such acquisitions, as this can provide good input to what is already on the market, and what may be missing. The entrepreneur interviewed in this thesis is positive to the change and wants to be part of the solution. Machines are weighted heavily in the Standard today, which seems to have a good effect on the development of machinery. There is still some work left when it comes to emission-free transport, and the work has started when it comes to materials. With further use of the allocation criterion in the tender competition, the achievement of emission-free building and construction sites will be within reach.
