Implementering av velferdsteknologi for ansatte i kommunal helse- og omsorgstjeneste : en kvalitativ studie av erfaringer med bruk av Personlig Digital Assistent (PDA)

Helsesektoren i Norge vil i årene fremover oppleve store utfordringer knyttet til behandling av en stadig økende eldrebølge. I takt med denne utviklingen reduseres også antall nyutdannede helsearbeidere. Dette fordrer behov for nye løsninger og ny teknologi til å løse fremtidens omsorgsutfordringer. En offentlig satsning på integrasjon av velferdsteknologi i de kommunale helse- og omsorgstjenestene er lansert som løsningen. Denne studien bidrar med å kartlegge erfaringer ved implementering av én type velferdsteknologi for ansatte i kommunal sektor. Dette er viktig ettersom erfaringer fra ansatte som sluttbrukere er lite studert. Teknologien i denne sammenheng er en Personlig Digital Assistent (PDA), en håndholdt enhet som erstatter de papirbaserte arbeidslistene. Formålet med innføringen var forbedret ressursutnyttelse og kvalitet på tjenestetilbudet. Fokuset i oppgaven er rettet mot hvordan PDA er implementert, hvilke endringer det har medført og hva som utgjør suksess- og motstandsfaktorene i prosessen. For å forstå dette nærmere er det redegjort for endringsteori og litteratur knyttet til innovasjon i offentlig sektor som bygger opp under hensikten med studien. Det er gjennomført dybde- og gruppeintervju for å undersøke og belyse hvilke erfaringer ledelsen og ansatte i kommunal helse- og omsorgstjeneste sitter igjen med. Totalt er det gjort 10 intervju med 20 informanter fra tre forskjellige kommuner. Studien viser at alle informantene synes PDA er et nyttig verktøy og at den passer til arbeidsoppgavene. Bruk av PDA har forenklet hverdagen gjennom mer fleksibilitet, bedre sikkerhet og mindre stress. Erfaringene tilsier at de får større tilgang til informasjon, mer effektiv journalføring og høyere kvalitet på tjenesten de utfører. På en annen side avhenger dette av stabil teknologi, oppdatert informasjon og at menneskelig svikt ikke forekommer. For å lykkes med implementeringen nevnes god informasjon, aktive pådrivere og kommunikasjon på tvers av kommuner og aktører i prosessen. Resultatene denne studien bidrar med kan brukes til å forenkle implementering i andre kommuner som skal gjennom tilsvarende endringsprosess. Oppgaven utgjør derfor et godt informasjonsgrunnlag for spredning av digitale verktøy for ansatte i helsesektoren. The health sector in Norway will in the future experience significant challenges related to the treatment of an increasingly aging population. At the same time the number of newly qualified healthcare professionals is reduced. New solutions and new technologies are required to address future healthcare challenges. As a result the government is making a commitment on integrating welfare technology in municipal healthcare. This study helps to identify the user experiences after the implementation of one type of welfare technology for employees in the health care services. This is important as the experiences of employees as end-users are seldom studied. The technology which this study looked at is a Personal Digital Assistant (PDA), which is a handheld device that replaces the paper-based work lists. The purpose of the implementation was to enhance resource utilization and the quality of service. The goal of this study was to find out how the PDA was implemented, what changes it caused and what the factors of success and barriers were in the implementation process. Literature about innovation in the public sector and change-theory is included to underpin the purpose of this study. It is conducted a series of 10 interviews with 20 different healthcare personnel from three different municipalities in Norway. Both group and in-depth interviews were performed to find out what experiences the management and employees of the municipal health services are left with throughout the implementation process. This study found out that all the healthcare personnel think PDA is a useful tool that fit well into their work-day. The use of PDAs has simplified their workday, adding more flexibility, better security and less stress. Their experience suggests that they have greater access to information, more efficient record keeping and a higher quality of the service they provide. However, this is dependent on stable technology, updated information and the occurrence of human error. To achieve a successful implementation of the PDA; information, active promoters and communication between local authorities, service providers, healthcare management and the healthcare providers is considered significant. The results this study contributes can be used to simplify the implementation process for other municipalities. This study is therefore a good basis for the distribution of personal digital tools in the healthcare sector.
