Meeting basic needs : an overview

In the program of the World Bank for reducing absolute poverty, part of the effort has to do with what is commonly called meeting basic needs. A Bank-wide program was launched in early 1978 to study the implications of accepting the "meeting of basic needs" within a relatively short period as a basic objective of national development efforts. This work program covered a number of studies in the following areas: a) general studies to explore the concept of basic needs, its measurement, and its relevance for development strategies; b) country and cross-country studies to determine the dimensions of basic needs as yet unmet in individual countries and to review a range of policy interventions to improve the situation; c) sector studies to analyze the implications of meeting basic needs in key sectors, such as nutrition, education, health, shelter, and water supply and sanitation, and to arrive at an understanding of the sequencing, linkages, and complementarities among various sectors. This booklet is a summary of the main findings of the studies that have been undertaken.
