Consultants employed by World Bank Borrowers and financed by the Bank or under trust funds are hired according to the Bank's "Consultant Guidelines" (Guidelines). The guidelines specify the Borrowers' obligations to submit certain reports to the Bank during the selection process. This document sets out the format of a sample evaluation report. It is provided to Bank Borrowers to facilitate the evaluation of consultants' proposals and the subsequent review of these proposals by the Bank. Its use is strongly recommended but not mandatory. The evaluation must conform to the criteria spelled out in the Request for Proposals and carried out by qualified evaluators. The Request for Proposals should be prepared in accord with the Guidelines (para. 2.8). The evaluation report contains five sections: 1) a short report summarizing the findings of the technical evaluation; 2) forms for the technical evaluation report; 3) a short report summarizing the findings of the financial evaluation; 4) forms for the financial evaluation; and 5) sample annexes containing forms for recording individual evaluations, information data monitoring, and minutes of the public opening of financial proposals as well as recommendations outlining a standard request for proposals.
