Review and analysis of international experience with programs targeted on at-risk youth
Barker, Gary | Fontes, Miguel
The paper analyzes the experiences of 23 programs working with at-risk youth around the world: 13 in primary prevention, six in secondary prevention and four in tertiary attention. The lessons learned and collective experience of these programs will provide an important input in the planning of the Bank-funded Child and Youth Development Project for Colombia. The document attempts to summarize lessons learned from each program and to draw tentative conclusions regarding the relevance of these program models for Colombia and other developing countries. Each program description includes: a brief overview; key strategies; problems encountered; main accomplishments; costs, financing and efficiency; and lessons learned and conclusions. The authors give a series of general conclusions and lessons learned from the programs apart and as a whole.
