Measuring levels of living in Latin America : an overview of main problems

A discussion of some of the problems concerning the measurement of levels of living and poverty, with particular reference to Latin America, summarizes quantitative exercises carried out by the Joint ECLA-World Bank Project on the Measurement and Analysis of Income Distribution. Previous studies on conceptual and data problems have provided a picture that is incomplete, however sophisticated the interrelationships between different aspects of levels of living that are taken into account. A simultaneous reference to the conceptual, measurement, and analytical problems of relating inequalities in levels of living, poverty, and basic needs to their determinants in the productive system, their setting in the institutional system, and their structural role in the patterns of development and life styles is needed. Although each issue is given a rather informal treatment, the need for the effective insertion of levels of living in national accounting practices is apparent.
