East Pakistan - Memorandum On Karnafuli Hydroelectric Project

These studies were started on the hydroelectric development of the Karnafuli River in East Pakistan before Second World War. They studies have been continued since partition and various schemes were proposed for the development of the river. The Karnafuli project will provide sufficient firm capacity in its initial development to meet the forecasted power requirement of the area which it will serve for at least eight years after completion. A third unit can be added to the project along with sufficient thermal support to meet the power demand for at least an additional eight years. The project is multi purpose. While its primary purpose will be the generation of power, other benefits will be realized, including flood control, improvement of navigation, pump irrigation, and development of the fishing and forestry industries. The value of the additional benefits cannot be accurately appraised, however, and in the analysis which has been made by the consultants, the full cost of the Karnafuli project has been charged to power production. It is concluded that the Karnafuli project presents difficult engineering problems and will require the services of engineers and contractors qualified by experience under similar conditions for proper execution of the job. Outside assistance in the form of both an engineering firm for handling the design and supervision of the project and an experienced prime contractor must be provided. The success of the project will depend to a large extent upon the rate of development of the power market.
