This Country Assistance Strategy supports the Government's program for poverty reduction by ensuring sustainable economic growth. There are three defined strategic priorities: 1) promoting rapid, broad-based private sector-led growth by supporting the macroeconomic reform agenda and high potential growth sectors, creating a business environment, and improving environmental management and assessment; 2) capacity-building and developing human resources by increasing Government participation in the private sector, supporting public sector reform and decentralization, increasing coverage and quality in health and education, and promoting AIDS education; and 3) strengthening development partnerships by reinforcing the Bank Group and Government partnership, mobilizing resources and coordinating aid, strengthening ties with civil society, promoting regional partnerships, and by ensuring adequate coordination within the Bank Group.
